Topic 1: Permitting Cannabis Cultivation Projects with the California Department of Fish and Wildlife (CDFW).

Are you curious about the fledgling industry of commercial cannabis cultivation in California?  Central Region (R4) Cannabis Permitting Unit staff will discuss CDFW’s role in permitting commercial cannabis cultivation including Lake and Streambed Alteration permitting, use of their new online system (EPIMS) for cannabis cultivators, and issuance of Incidental Take Permits.


Topic 2: US Army Corps of Engineers (USACE) Section 404 Permitting: Minimum Mapping Standards and Regulatory Updates.

If you’re in the planning phase for a project and may need to submit a wetland delineation and/or Clean Water Act Section 404 permit, but don’t know how to map the potentially affected resources, then this may speed your efforts along. USACE senior staff will be presenting an overview of the USACE’s updated minimum mapping standards and be present to answer questions and provide tips on how to best prepare and submit these vital permitting documents.


Speaker Bios:

Sarah Paulson, Senior Environmental Scientist (Supervisor), CA Department of Fish and Wildlife, Region 4

Ms. Paulson is a Senior Environmental Scientist (Supervisor) with the California Department of Fish and Wildlife (CDFW), Central Region, she oversees staff that work in commercial cannabis permitting and compliance and lake and streambed alteration permitting.  Ms. Paulson has 15 years of experience conducting biological surveys for both listed and non-listed species, environmental permitting, compliance, and mitigation.  In addition to Ms. Paulson’s experience in CDFW’s Habitat Conservation Branch she has also worked for the U.S. Fish and Wildlife Service’s National Abnormal Amphibian Project, conducting field studies in Alaska’s Kenai Peninsula, performed field studies and compliance reporting for the California Department of Water Resources and spent over six years as an Associate Biologist for the California Department of Transportation conducting biological studies, wetland studies, permitting, and mitigation development. She holds a B.S. in Molecular Biology from the University of California at Berkeley.


Zach Simmons, Biologist/Senior Regulatory Project Manager, US Army Corps of Engineers

Mr. Simmons is a Senior Regulatory Project Manager with the U.S. Army Corps of Engineers, California South Branch, for Clean Water Act, Section 404 permitting. Mr. Simmons has twelve years of experience permitting major residential subdivisions as well as large-scale transportation and infrastructure projects. His experience includes conducting and managing NEPA Environmental Impact Statements, consultation with Native American Tribes, and consultation for the Endangered Species Act and National Historic Preservation Act. He also has twelve years of experience reviewing and verifying large-scale wetlands delineations within the Central Valley and Sacramento-San Joaquin Delta. He has also worked on special-status species surveys, biological assessments, and storm water monitoring. He holds a B.S. from Brigham Young University-Hawaii and a M.S. from California State University, Sacramento.
